The table below provides an overview of the eligibility requirements and income-based incentives for all eligible products. Incentive amounts will not exceed total purchase and installation costs when combined with FEMA or standard Efficiency Vermont incentive offers.

The following are eligible for no-interest (0% APR) financing, up to $30,000.

  • Your household income must be at or below the “Low Income” or “Moderate Income” levels for your county as outlined in this table, to be eligible for this offer.
  • The incentive amount for any individual product provided by Efficiency Vermont is in addition to any FEMA assistance for the same product. The combined FEMA and Efficiency Vermont financial assistance will not exceed the cost of purchasing and installing the product.
  • Flood Recovery rebates may be combined with standard incentive offers as long as the total combined incentive does not exceed the total purchase and installation cost. If you would like to apply for the standard incentive, please complete that application separately from the Flood Recovery incentive application.
  • Must be new, installed in Vermont, and listed on the Qualifying Products List at the time of purchase. Used, rebuilt, or refurbished equipment is not eligible.
  • Apply for the Federal Emergency Management Agency (FEMA) process before participating in any Efficiency Vermont rebates, incentives, or financing offers. If you accept an Efficiency Vermont incentive before applying for FEMA assistance, future FEMA claims may be forfeited.
  • Keep the receipts from your purchased items.
  • Download rebate form or apply online. If you are applying for the panel upgrade rebate, please use this form. Be prepared to include the following:
    • Attestation of a FEMA submission, if eligible, or attestation of ineligibility for FEMA benefits
    • Attestation that products being replaced no longer function due to flooding
    • Attestation that you have submitted damages to your insurance company
    • For renters, a declaration of ownership for any flood-impacted appliances signed by a landlord
    • Attestation of household income
  • The incentive amount for any individual product provided by Efficiency Vermont is in addition to any FEMA assistance for the same product. The combined FEMA and Efficiency Vermont financial assistance will not exceed the cost of purchasing and installing the product. When you submit your Efficiency Vermont Flood Assistance Rebate Application, Efficiency Vermont will calculate the maximum amount of assistance you can receive when combined with any FEMA payments you have received for the same product. FEMA-eligible applications may experience extended wait times for processing.
