- Offer is for owners of existing single-family Vermont residences (including short-term rentals) and rental properties with 1 – 4 units who are planning to weatherize but need to address barriers before starting a weatherization project.
- To be eligible, repair(s) must address issue(s) that would prevent the weatherization contractor from proceeding with a project.
- Rebate can be paid to the homeowner or contractor when work is complete.
- Home repair(s) must be completed on or after 10/1/2024.

Details:
- Homeowners weatherizing through a Weatherization Assistance Program (WAP) are not eligible for this offer.
- Vermont residents who own a single-family home or short-term rental (rented less than 6 months/year) and whose annual household income falls at or below low or moderate-income guidelines are eligible.
- Eligible long-term rental properties must contain 1-4 units with at least 50% of the units being rented at or below low- or moderate-income levels. If there is an owner-occupied unit, the owner must attest to their household income and use that in place of rent to determine eligibility.
- Home repair projects must have an accompanying quote for a qualifying weatherization project with an Efficiency Excellence Network contractor.
- Either the homeowner or contractor can apply for the home repair rebate.
Eligible Repairs:
Discuss with your weatherization contractor to ensure issues are a barrier to completing a weatherization project.
- Chimney / flue
- Combustion appliance safety
- Drainage
- Ductwork
- General safety devices
- Ground vapor barriers
- Plumbing repairs
- Electrical systems: removal of knob and tube wiring, or other electrical deficiencies in direct relation to weatherization work scope. (If you are upgrading your electrical panel to 200amps, see the home electric system upgrade rebate
- Foundation work: including cracks, bows, leaks, or other structural issues preventing the home from receiving weatherization services
- Mold remediation: follow Vermont Department of Health Guidelines for mold remediation
- Radon mitigation: allowed if there are high levels of radon or if testing shows house on the threshold of radon levels and there could be an increase in radon post-home tightening
- Remediation (asbestos, vermiculite): removal of asbestos and vermiculite from attics or walls where weatherization work is needed, by a certified asbestos contractor
- Ventilation: Must be scoped by the Weatherization contractor before the work starts
- Mobile home repair: all repairs mentioned here, excluding heat tape, heat lamp repair or replacement, sewage spill clean-up or removal.
- Other: on a project-by-project basis, Efficiency Vermont may determine that other measures are allowable when needed for effective weatherization project completion due to the home’s specific circumstances,
