You may qualify for free home insulation and air sealing delivered through Vermont’s Five community action agencies (BROC, Capstone, CVOEO, NETO, and SEVCA).

Free services are available to Vermont residents through five community action agencies (BROC, Capstone, CVOEO, NETO, and SEVCA).
You may be eligible if you have not received free weatherization services in the past 15 years and at least ONE of the following is true:
- Your household meets low- income limits.
- You are an active Seasonal Fuel Assistance household.
- Someone in your household gets Supplemental Security Income (SSI).
- An adult in your household received either Reach Up, Reach First, or the Reach Up Post-Secondary Education grant in the past 12 months.
Qualified applicants will also receive an electrical efficiency evaluation and may receive upgrades in addition to weatherization services.
If you do not qualify for free services, you can have your home insulated and air-sealed by an Efficiency Excellence Network contractor.
