- Offer is for existing long-term rental properties in Vermont (rented for more than six months continuously per year) with one to four units.
- Properties with five or more units and short-term rentals (if rented year-round and not the owner’s primary residence) may be eligible for Building Performance rebates.
- A participating Efficiency Excellence Network contractor must oversee the work and complete all required testing (including blower door and health and safety testing) and confirm compliance with program requirements.
- Project must reduce air leakage by at least 10% (as measured by a pre- and post-project blower door test). It must also include all recommended health and safety improvements. (This minimum does not apply if a qualifying project was previously completed for the residence.)
- If you’ve received a rebate for weatherization work from Efficiency Vermont in the past for this property, previous rebates will be deducted from your total rebate.
- If your property is served by Vermont Gas Systems and/or Burlington Electric Department, your rebate will be determined by your respective utility:

Eligibility Details:
- Rental property must contain one to four units.
- All units must participate and the project must follow a whole-building approach.
- Rebate eligibility will be determined based on rent levels.
- If there is an owner-occupied unit, the owner must attest to their income, which will be used in place of rent to determine eligibility.
- Short-term rental properties (not rented more than six months continuously per year) must have an owner-occupied space to be eligible for this offer.
Incentive Details:
Rebates cover 75% of project costs, up to $4,000, with up to $9,500 per unit available for properties where the majority of units (50% or more) are rented at low or moderate-income rates (view qualifying rent levels)

Example: In a rental property with three units, if two units are leased at low rent levels and one unit is leased at a high rent level, the predominant rent level is low. The corresponding rebate would amount to 90% of project costs, up to a maximum of $28,500 ($9,500 per unit for three units).
Upcoming rebate changes: Starting July 1, 2026, rebates will be updated to:
- Low- and moderate-income: 75% of project costs, up to $7,000 per unit
- Higher-income: 75% of project costs, up to $2,000
- Free services are also available through local weatherization organizations to low-income Vermont residents who meet income eligibility guidelines.
- Rebate amounts will be guaranteed for six months from the day the customer completes their income attestation, subject to the final project meeting program requirements.
- Contractors may request up to two three-month extensions per project; however, rebate amounts will be re-evaluated at each extension and may change based on current levels.
- Rebates are typically mailed within 60 days of final review by Efficiency Vermont. Incomplete or inaccurate information will delay processing. Customers of Vermont Gas Systems and/or Burlington Electric Department will receive rebates and notifications directly from their utility. Rebates will not be provided if a duplicative incentive has already been provided.

- Hire a contractor: Choose an Efficiency Excellence Network contractor and plan the scope of your project.
- Start the pre–approval process: Your contractor submits the project to Efficiency Vermont for review. You’ll verify details and complete rent attestation to help calculate your rebate.
- Receive pre-approval: Efficiency Vermont confirms eligibility, estimated rebate amount, and timeline.
- Complete the work: Your contractor completes the work and submits final documentation to Efficiency Vermont. You’ll confirm final details and specify where to send your rebate of up to $4,000 (or up to $9,500 per unit for income-eligible properties).
