- Offers is for existing rental properties with one - four units in Vermont. (Short term rentals are eligible for the single family offer. Multifamily properties with five units or more may be eligible for Building Performance.)
- A participating Efficiency Excellence Network (EEN) contractor must oversee the work and complete a blower door test before work is started.
- Project must achieve minimum air leakage reduction of 10% (as measured by a pre- and post-blower door test), and installation of all recommended health and safety improvements.

Eligibility Details:
- Rental property must contain 1-4 units.
- All units must participate and be a whole-home approach.
- Eligibility will be determined based on rent levels.
- If there is an owner-occupied unit, the owner must attest to their income and use that in place of rent to determine eligibility.
- Short-term rentals (rented less than 6 months/year) are ineligible.
Incentive Details:
- Rental properties where at least 50% of the units are being rented at or below moderate-income guidelines are eligible for 75% of project costs back, up to $9,500 per unit.
- Rental properties where at least 50% of the units are being rented at or below low-income guidelines are eligible for 90% of project costs back, up to $9,500 per unit. (Free services are available through local weatherization organizations to low-income Vermont residents who meet income eligibility guidelines.)
- If less than 50% of units are being rented at or below low or moderate-income levels, property owners are eligible for 75% of project costs back, up to $4,000 per building.
- Hire an Efficiency Excellence Network contractor and plan the scope of your project.
- Review rent limits to determine eligibility.
- Contractor completes work and submits to Efficiency Vermont for review.
- Complete rent rate attestation to confirm incentive amount.
- Receive up to $4,000 per project, or $9,500 per unit for income-eligible properties.
Free services are available through local weatherization organizations to low-income Vermont residents who meet income eligibility guidelines.
