- A participating Efficiency Excellence Network contractor must oversee the work
- Eligible projects achieve a minimum air leakage reduction of 10% (as measured by a pre-and post-blower door test), and installation of all recommended health and safety improvements
- Gut rehabs and change of use not eligible
- Multi-family Buildings: Receive 75% of project costs back, up to $5,000
- Residential rental properties with five apartments or more
- Three stories or less
- Under 10,000 square feet
- Commercial and Mixed-Use Buildings: Receive 75% of project costs back, up to $10,000
- Under 10,000 square feet
- Contain no large process equipment
- Must contain at least one unit with commercial use
