Program Offer
To be eligible for Residential New Construction incentives from Efficiency Vermont and its partners, Burlington Electric Department, Vermont Gas Systems, and Washington Electric Cooperative, a signed enrollment form must be received by Efficiency Vermont as early in the design and construction process as possible in order to reserve incentives and receive technical support from our team of energy consultants. Due to continuous improvement, service, features, and the dollar amount and availability of incentives may change at any time.
Eligibility
Program offerings available only to Efficiency Excellence Network (EEN) RNC Trade group member builders and developers, EEN Member Architects, or qualified homeowner-builders who meet the definition of a homeowner-builder as outlined in the Vermont Residential Building Energy Standard (RBES). Homeowners who are not eligible homeowner-builders that are building a new home can participate by working with an EEN RNC Trade Group builder or having their builder join the EEN.
Eligible properties for incentives and services include new site-built and modular homes, and full rehabilitation projects where all insulation can be accessed and inspected.
Safety and Building Codes
The enrollee is responsible for installing, operating, and maintaining the efficiency measures in a prudent manner and in accordance with all applicable laws, codes, regulations, rules, standards, and the manufacturers’ instructions. Dwellings must comply with the State of Residential Building Energy Standards.

Efficiency Vermont does not warranty the performance of installed equipment expressly or implicitly for fitness for a particular purpose, for any specific level of energy savings, or that the equipment or its installation, complies with any specifications, laws, regulations, codes, or standards.
Endorsement
Efficiency Vermont does not endorse any particular manufacturer’s product or system design in providing these services and incentives. Product listing does not constitute endorsement, nor does the absence of product listing imply that products are defective in any way.
Tax Liability
Efficiency Vermont is not responsible for any tax liability incurred by the enrollee as a result of the payment of incentives. Enrollee understands and agrees that the incentives and rebates may be considered taxable income by the Internal Revenue Service and other governmental authorities. Enrollee agrees to be responsible for paying any taxes or other governmental assessments that may result from incentives or rebates.
Installation Verification
Enrollees pursuing Efficiency Vermont 3.0 Standard of Excellence Home certificate of completion must hire an independent third-party certified rater early in the construction process and complete a pre-drywall inspection (i.e. after insulation is up, but before installation of drywall or other interior wall finish surfaces) and final inspection. Enrollee agrees to authorize their independent rater to provide a complete rating file to their designated energy consultant at Efficiency Vermont. A HERS rating is required to meet the Efficiency Vermont 3.0 Standard of Excellence building specifications and receive a certificate of completion and is the sole responsibility of the enrollee. The enrollee is also responsible to complete the Efficiency Vermont New Construction Rebate form and comply with all the requirements and provide all documents specified on the rebate form. No incentives will be paid until the energy efficiency measures have been installed, and the rebate form has been submitted along with all supporting documentation as outlined on the Residential New Construction Rebate Form. Efficiency Vermont reserves the right to inspect any installed energy efficiency measures by either requesting photo documentation or conducting an on-site .
Incentives
Efficiency Vermont incentives will be mailed within 60 days of the final review of a successfully completed project and submitted rebate form. When applicable, Burlington Electric Department, Vermont Gas Systems, and Washington Electric Cooperative will provide incentives in their service territories for all homes in which the final inspection verifies that performance specifications have been met (for EVT 3.0 Standard of Excellence homes only). Incentives will not be provided in cases where an incentive, subsidy, or discount has already been provided that Efficiency Vermont determines, in its sole discretion, is duplicative of this incentive offer.
Home Standard of Excellence Information Release
The enrollee authorizes Efficiency Vermont to release the following information for the purpose of assisting real estate appraisers and realtors in the development of accurate home appraisals: the physical address of the rated property; whether the home is labeled as an Efficiency Vermont 3.0 Standard of Excellence Home; and the date that Efficiency Vermont criteria were met.
Capacity Credits / Environmental Credits
Enrollee agrees that Efficiency Vermont holds the sole rights to any electric system capacity credits and environmental credits associated with this energy efficiency project.
Name and Logo Use
Enrollees must obtain approval from Efficiency Vermont prior to using its name or logo. ENERGY STAR® is a registered trademark of the U.S. Environmental Protection Agency and may not be used without permission.
