Energy Savings Account (ESA) Pilot Program

What is the ESA?

The Energy Savings Account (ESA) pilot program was established under Vermont’s 2018 Act No. 150, and further clarified through Public Utility Commission Case No. 19-0302-INV. It was created to establish an expansion of the existing ESA option. The ESA pilot program is available to customers that meet specific criteria. Customers that apply and are selected as participants in the ESA pilot program are able to use up to 100% of their available electric Energy Efficiency Charge over the pilot’s three-year period (July 1, 2019 through June 30, 2022) to pay for the full cost of eligible projects, technical assistance, and evaluation, measurement, and verification*.

Under the ESA pilot program, customers may use energy efficiency charge funds for one or more of the following types of projects: electric energy efficiency, thermal energy and process-fuel efficiency, energy productivity measures, demand management, and energy storage that provides benefits to the customer and its interconnecting utility.

Those customers that apply and are selected to participate in the ESA pilot program have elected to opt out of participating in other statewide efficiency programs and services, such as those provided by Efficiency Vermont—including all downstream and midstream rebate programs.

*Available energy efficiency charge (EEC) funds reflect Participant EEC contributions minus 1.025% for Gross Receipts and Weatherization taxes. Moreover, at the end of the ESA Partnership Pilot, any Customer Participant EEC Funds that have not been expended or committed under the pilot shall revert to use for system-wide energy efficiency programs and measures [Section 2(h) of Act 150 page 12 of 14].

There are nine customers that have applied and been jointly selected by Efficiency Vermont, The Vermont Department of Public Service, and the Agency of Commerce and Community Development that are in the ESA pilot program:
