Energy Savings Account (ESA) 2.0 & Customer Credit Program (CCP)

What is ESA 2.0?

ESA 2.0 is the evolution of the ESA Legacy program. This program iteration allows participants to retain 75% of their EEC charge to fund projects in addition to receiving midstream incentives. The ESA 2.0 participants are supported by Efficiency Vermont with an Account Manager and Energy Consultant.

Participants can be reimbursed up to 25% of the cost of an audit, engineering study, or project feasibility analysis as part of project design & development and up to 100% of project costs, including labor, equipment, controls, materials, shipping, taxes. Technical assistance includes energy audit to identify projects, calculating estimated energy savings and societal cost-effectiveness screening, collecting and maintaining project data and documentation, providing guidance and temporary meters when required for energy savings, perform post-installation project inspection.

Customer energy efficiency funds may be approved for use by the Commission for one or more of the following: electric energy efficiency projects and non-electric efficiency projects, which may include thermal and process fuel efficiency, flexible load management, combined heat and power systems, demand management, energy productivity, and energy storage.

The funds cannot be used for the purchase or installation of new equipment capable of combusting fossil fuels.

What is CCP?

The customer credit program is an op-out of Efficiency Vermont services and support for commercial and industrial companies that can self-manage their energy efficiency projects. This program does not provide Efficiency Vermont support staff such as Account Managers and Energy Consultants, nor can they receive midstream rebates. Participants will retain 90% of their EEC charge to complete projects independently of Efficiency Vermont; they must demonstrate their ability and commitment to pursue cost-effective energy efficiency projects without technical support from Efficiency Vermont.

All projects must pass the Societal Cost-effectiveness Screening, and funds cannot be used for the purchase or installation of new equipment capable of combusting fossil fuels.
