- This offer is available for rental properties and rental units with rent levels at or below 80% (low-income) - 120% (moderate-income) rent level per area median income, as outlined in this table and on the rebate application form.
- For electric system upgrade projects serving individual rental units, the monthly rent for individual rental units receiving a rebate must be at or below the eligible rent limit.
- For electric system upgrade projects serving the entire rental property, the rent levels for at least 50% of the units at the property must be at or below rent limits listed below.
- If the electrical system upgrade project is performed on a property that has an individual electric meter for each unit, your rebate amount will be calculated as follows:
- Rental units with low income rent levels are eligible to receive 100% of eligible project costs up to $10,000 per unit. If your project costs exceed this limit, please contact Efficiency Vermont to discuss whether there may be options for additional coverage.
- Rental units with moderate income rent levels are eligible to receive 90% of eligible project costs, with a maximum rebate of $10,000 per unit. If your project costs exceed $10,000 per unit, please contact Efficiency Vermont to discuss whether there may be options for additional coverage.
- If the electrical system upgrade project is performed on a property that is master metered, your rebate amount will be calculated by multiplying the total number of eligible units by the maximum rebate amount per unit (90% of costs, up to $9,000 per unit for moderate income rent levels and 100% of costs, up to $10,000 per unit for low income rent levels).
- By participating in this offer, the rental property owner agrees that for a reasonable period of time (3 years) after appliances and equipment installed in any dwelling unit under this program, tenants in that unit will not be subjected to rent increases unless those increases are demonstrably related to matters other than the improvement work performed and supported through this program.
- All equipment must be new and installed in Vermont. Used, rebuilt, or refurbished equipment is not eligible.
- New construction projects are not eligible.
- Rebate is subject to change without notice. Rebate is subject to availability of funds. Products must be purchased, installed, and rebate must be submitted on or after the program/offer “effective date” of Nov. 1, 2024, and within 365 days of the product purchase date.
- For customers impacted by the 2023 floods, products must be purchased on or after July 10, 2023. For customers impacted by the 2024 floods, products must be purchased on or after the date that the customer’s home incurred flood damage. Damage must have occurred in 2024 and/or between July 10 – July 31, 2023 (or July 10 – August 10 for residents of Addison County).
- In the event this rebate is discontinued or changed, submissions will be processed at the new rebate level as of the date of the change, or will not be accepted if the funds are exhausted.

- All other households (including anyone impacted by flooding in 2023 or 2024) should submit a rebate form to Efficiency Vermont.
Eligible Projects:
The upgraded system must meet 200 amp service capability. Installation of equipment allowing higher levels of service (above 200 amps) is allowable if advised by an electrician. See below for eligible equipment. Existing panel must be under 200 Amp.
Eligible Equipment:
- Service entrance upgrade.
- Electrical panel or subpanel as needed to serve new and likely future loads; an existing panel may be kept as a subpanel if advised by the electrician.
- Wiring (including junction boxes and a receptacle/outlet) to serve a new load.
- Meter socket and related materials, such as a wood backer board.
- Customer-owned pole(s) or conduit, including trenching and backfilling.
- Service line (conductor) from the transformer to home or meter socket, including inspection fees for the service line (conductor) from the transformer to home or meter socket.
- Costs associated with disposing of or recycling old equipment that is being replaced under the program.
- Other critical safety corrections if advised by the electrician.
- Ensure that you meet the rent level requirements and program requirements.

- Contractor completes work.
- Submit rebate form with final invoice once project is completed and form has been signed by you and the electrician who completed the work.
